SECTION 00100 INVITATION TO BID 1.0 RECEIPT OF ELECTRONIC BIDS Due to the ongoing COVID-19 pandemic, an electronic bidding process will be utilized for this project. The City of Lamar (City, Owner) will receive electronic Bids for the construction of the WWTF Headworks & Lift Station Rehabilitation project until 2pm on September 8, 2020 at the following email address: kristin.mccrea@ci.lamar.co.us. Bidders are encouraged to utilize delivery-receipt and/or read-receipt features to ensure the email is successfully received by the Owner. Bids shall be clearly identified with the email subject "Bid Enclosed WWTF Headworks & Lift Station Rehabilitation". Any bid received after the above stated time will be deleted. Under no circumstance will any bid be accepted by fax or physical mail. There will be no exceptions made for any late, corrupted, lost, undelivered, or misdirected submittals. Bids will be opened electronically with a summary Bid Tabulation emailed to all registered Planholders. 2.0 DESCRIPTION OF WORK All necessary labor, supervision, equipment, tools, and materials for: rehabilitation of concrete structures and installation of new protective coating in the WWTF headworks/influent lift station, and installation of new headworks fine screen basket in the WWTF headworks. The headworks/influent lift station rehabilitation will require bypass pumping of all influent flows from the bypass switchover valve to the WWTF for the duration of the project. 3.0 DOCUMENT INSPECTION AND PROCUREMENT The Bidding Documents may be inspected at the following locations: Rocky Mountain Bids www.rockymountainbidsystem.com 800-853-4603 The issuing Office for the Bidding Documents is JVA, Inc.; email: swhite@jvajva.com; phone: (303)444-1951. Bidding Documents may be obtained from the Engineer, JVA, Inc. and are available in electronic format at no cost. 4.0 BONDS No Bid will be received unless accompanied by a cashier's, certified or bank check or a Bid Bond equal to at least ten percent (10%) of the maximum Bid, payable to the OWNER as a guarantee that after a Bid is accepted, Bidder will execute and file the Agreement and 100% Performance and Payment Bonds within ten days after the Notice of Award. 5.0 MANDATORY ELECTRONIC PRE-BID CONFERENCE A mandatory electronic Pre-Bid Conference will be held via an online meeting on August 24, 2020 at 2pm. Digital invitations to the Pre-Bid Conference will be distributed to all registered Planholders. Private tours of the project site can be arranged with the City by appointment. Alternatively, the City may provide a video tour of the project site to registered Planholders. 6.0 BID SCHEDULE The last date for questions answered by the Engineer is September 2, 2020 at 2pm. Any addendum information will be issued via email by close of business on September 4, 2020. 7.0 DOCUMENT INSPECTION AND PROCUREMENT The Owner reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 60 days after the time set for opening Bids. Published by the authority of the City of Lamar.
